بإسم وزارة الصحة والبيئة في جمهورية العراق ونيابة عن معالي الدكتور حسن محمد التميمي وزير الصحة والبيئة نتقدم لكم باطيب التحيات...

إن من لدواعي سرورنا البالغ ان نلتقي بكم هذا اليوم في اطلاق مشروع اعداد خطة التكيف الوطنية الممول من صندوق المناخ الاخضر والذي ستنفذه الوزارة بدعم وتنسيق من برنامج الأمم المتحدة للبيئة UNEP.

إن هذا المشروع الذي سيكون نتائجه إعداد خطة وطنية للتكيف مع دعم القدرات المؤسساتية وبناء القدرات الفنية والمالية والإدارية الوطنية لتنفيذ هذا الخطة وملئ الفجوات وتعزيز التشاركية الوطنية لتنفيذ خطة التكيف الوطنية التي تعتبر من أولويات العراق في قطاع التغيرات المناخية, خاصةً وإن العراق صنف كونه من أكثر البلدان هشاشة في العالم وما لهذا من إنعكاسات إجتماعية وإقتصادية مهمة.

السيدات والسادة الحضور الأكارم

إن من أولويات العراق حاليا هو إيلاء الاهتمام والدعم للقضايا البيئية وخاصة التغيرات المناخية ومكافحة تدهور الاراضي والتطرف المناخي وصون التنوع الإحيائي وشحة المياه وادارة الازمات والكوارث وانتشار الامراض والاوبئة خاصة بعد انتشار جائحة كورونا كون ان هذا القضايا لها اتصال وثيق بحياة المواطن العراقي ولها ابعاد مجتمعية مهمة جدا وبنظرة سريعة على هذا القضايا نجدها جميعا ستكون ضمن محاور عمل مشروع خطة اعداد خطة التكيف الوطنية التي ستنفذه الوزارة بجهود وطنية من جميع الوزارات والمؤسسات الوطنية ذات الصلة لتحقيق الهدف المنشود وهو تكيف العراق مع التغيرات المناخية وزيادة قدرة القطاعات المتضررة على الصمود وزيادة وعي وتأهب المجتمعات الريفية ودعم الشباب والنساء من أجل ضمان تنفيذ العراق التزاماته ومشاركته مع المجتمع الدولي في الجهود العالمية للحد من الآثار السلبية لتغير المناخ وكذلك زيادة مرونة المجتمع العراقي في قطاعات التكيف في القطاعات الاقتصادية والاجتماعية والصحية وتحقيق أهداف التنمية المستدامة 2030.

إن إعداد هذه الوثيقة سيتزامن مع إعداد وثائق وطنية ذات صلة مثل وثيقة المساهمات الوطنية العراقية وتقييم الإحتياجات الفنية في قطاعي التكيف والتخفيف والبرنامج الوطني لصندوق المناخ الأخضر وإن إعداد خطة التكيف الوطنية سيكون منسجم مع إلتزامات العراق بتلك الوثائق وبما يدعم تحقيق إلتزامات العراق إتجاه السكرتارية الإطارية لإتفاقية الأمم المتحدة للتغيرات المناخية.

وهنا ولأهمية هذا المشروع نؤكد لكم على إننا حريصون على البدء بتنفيذ هذا المشروع بخطى متسارعة وتذليل كل العقبات لتنفيذه وتقديم الدعم الكامل لكل الكوادر الوطنية وكوادر برنامج الأمم المتحدة للبيئة لإنجازه فعاليات المشروع ضمن التوقيتات الزمنية المحددة ولدينا الثقة بإنجاز وثيقة وطنية متكاملة تمثل مسار وإستراتيجية وطنية تدعم مجتمع مرن مقاوم لآثار التغيرات المناخية.

وختاماً:

نتقدم بالشكر إلى صندوق المناخ الأخضر لتقديمه الدعم لهذا المشروع وبرنامج الأمم المتحدة للبيئة لجهوده في تقديم هذا المشروع آملين لقائكم قريبا في بغداد في فعاليات هذا المشروع بعد انتهاء ازمة جائحة كورونا.

It is our great pleasure to meet you today in this launching event of the project "prepare the National Adaptation Plan in Iraq" financed by the Green Climate Fund, which will be implemented by the Ministry with the support and coordination of the United Nations Environment Program (UNEP).

The outcomes of this important project are preparation of a national adaptation plan to support institutional ; build national ; financial and administrative capacities to implement this adaptation plan with fill gaps and enhance national participatory to implement the national adaptation plan, which is considered one of Iraq's priorities in the climate change sector, especially since Iraq is classified as one of the most vulnerable countries in the world which reflects on society and economy.

Ladies and Gentlemen, the Honorable Attendees

One of the Iraq’s priorities is to give attention and support to environmental issues, especially climate change; combating land degradation; climate extremism; preserving biodiversity; water scarcity; managing crises and disasters; and the spread of diseases and epidemics, especially after the spread of the Corona pandemic. Since these issues have a close connection with the life of the Iraqi citizen and have very important societal dimensions, as we reviewed these issues, we find that all of them will be among the axes of the work of the plan for preparing the national adaptation plan, which will be implemented by the Ministry with national efforts from all relevant ministries and national institutions to achieve the goal of NAP project. The goals of this project is adaptation of Iraq to climate change; increasing the resilience of the affected sectors; increasing the awareness and preparedness of rural communities; and supporting youth and women in order to ensure that Iraq implements its commitments and its participation with the international community in global efforts to reduce the negative implications of climate change as well as increase the resilience of the Iraqi society through adaptation sectors in the economic; social and health sectors, and achieving sustainable development goals (SDGs) 2030.

The preparation of this document will be in synchronize with the preparation of relevant national documents, such as the Iraqi National Determined Contributions (NDC) Document; the Technical Needs Assessment in the Adaptation and Mitigation Sectors, and the Country Program (CP) for the Green Climate Fund. The preparation of the National Adaptation Plan will be harmonized with Iraq's commitments on these documents and in a manner that supports the fulfillment of Iraq’s obligations towards the UNFCCC Secretariat.

Due to the importance of this project, we assure you that we are keen to start implementing this project at an accelerating steps and overcoming all obstacles for its implementation, and providing full support to all national staff and the staff of the United Nations Environment Program to complete the project activities within the specified timings. We are confidence in the completion of the NAP to be an integrated national document that represents a national work plan and strategy that supports the community's resilience to the effects of climate change.

In conclusion:

We present our appreciations to Green Climate Fund for providing fund and support for this project and we are thankful for the United Nations Environment Program for their efforts in submitting this project. We hope to meet you all soon in Baghdad for the activities of this project after the end of the Corona pandemic crisis.
